The P. 20. fares are consequently now less than the Nipp: fares in all cases; but detention expences in India must still be allowed for, and the service is irregular, no sailings being anticipated during the month of June.
2. We conclude that the decision conveyed in your letter of the 20th July 1917, No.34238/17, that pasanges should in general be provided by steamers of the Nippon Yusen Kaisha, was based
on other grounds besides the cost and will still hold good; but I have to explain that, as arr inged verbally in certain recent cases, we do not advise an official who is arranging his own passage and holde a P. & 0. return voucher to travel by Nippon line unless he definitely asks us which route is recommended.
3. I may add that the cost of a passage to Hong Kong via Canada is now approximately 477 firet class, plus detention expenses. is route was to be adopted for the passage of a Hong Kong official when the official himself expressed a
